e-Invoice Software and Special Integrator in Turkey
Electronic invoice between taxpayers · UBL-TR 2.1 · GİB-approved · 13,000+ businesses
An invoice with exactly the same legal standing as a paper invoice, issued electronically and exchanged between the parties through the GİB system.
e-Invoice (e-Fatura) is an invoice issued electronically with the same legal standing as a paper invoice. It is not a new type of document; it is a secure, single-format system between buyer and seller, designed for time, speed, savings and control.
It was introduced by Turkey's Revenue Administration (Gelir İdaresi Başkanlığı, GİB) under the Ministry of Finance. With e-Invoice your company gains important advantages such as speed, security and cost savings. Because every step takes place electronically, you are freed from the stationery burden.

Who must use e-Invoice in Turkey?
Taxpayers whose gross sales revenue for the 2025 accounting period is 3 million TL or more (transition date 1 July 2026). Those who exceed the threshold switch by 1 July of the following year.
Those who sell goods and services over the internet (e-commerce), and those who buy, sell or lease real estate or motor vehicles: threshold 500,000 TL (1 July 2027 for those exceeding it with 2026 turnover).
Taxpayers licensed by EPDK (Turkey's Energy Market Regulatory Authority) for the manufacture, import, delivery and similar activities of goods in list (I) annexed to Special Consumption Tax (ÖTV) Law No. 4760 (holders of a dealership licence only are not covered).
Those who manufacture, build or import goods in list (III) annexed to ÖTV Law No. 4760.
Exports: invoices for exports of goods under Article 11 of the VAT Law and for exports of goods carried by passengers have been issued as e-Invoices since 1 July 2017.
What does e-Invoice software do, and what does ELPO offer?
e-Invoice software creates the invoice in GİB's UBL-TR 2.1 format, delivers it to the buyer through GİB, receives the invoices sent to you and stores the documents for the legal period. With ELPO you issue invoices in two ways: manually from ELPO's web portal, or from the pre-accounting or ERP software you already use — invoices go to GİB through ELPO in the background, and you do not need to change your current software.
Before sending, documents are validated against the UBL-TR 2.1 schema in ELPO's own engine, and the consistency of the visual output with the data is checked. e-Invoice, e-Archive, e-Waybill, e-SMM and e-MM work in the same account; if the buyer is not registered for e-Invoice, an e-Archive invoice is issued from the same screen.
How do you issue an e-Invoice?
- 1
Obtain a financial seal (companies) or a qualified e-signature (natural persons).
- 2
Choose the special integrator method and verify the integrator's name on GİB's official list of special integrators.
- 3
Have your ERP or accounting software connected to ELPO, or use the ELPO portal.
- 4
Clean up your customer and product data (tax ID/Turkish ID number, title, address, GTİP customs code) — this is the step that takes the most time during the transition.
- 5
Check the buyer when issuing the invoice: if they are a registered e-Invoice user, an e-Invoice is issued; if not, an e-Archive invoice.
- 6
Choose the scenario: a basic invoice has no rejection through the system; with a commercial invoice the buyer sends an acceptance or rejection response within eight days.
- 7
Test end to end with a test invoice, then go live.
How are e-Invoice prices determined?
With ELPO you pay with credits: you buy a credit package, each document you send uses one credit, and when they run out you buy a new package. e-Invoice, e-Archive and e-Waybill use the same credit pool. Credits are valid for two years and storage is included in the price; there is no monthly fixed fee and no setup fee. The bigger the package, the lower the price per credit.
The GİB portal is free, but it requires you to enter invoices by hand and does not connect to an ERP; it works for low volumes. When comparing special integrators, add up your total annual document count together with the licence and renewal items you pay on top of credits — that is usually where the difference shows.
What is an e-Invoice integrator, and how do you choose one?
An e-Invoice integrator (special integrator) is an organisation authorised by Turkey's Revenue Administration (GİB) to create and transmit electronic documents such as e-Invoice, e-Archive and e-Ledger on behalf of the taxpayer. A company that is not on the list cannot issue e-Invoices on behalf of a taxpayer, so the first place to check is GİB's official list.
ELPO Bilişim received its special integrator permit in 2015 and is registered on GİB's list of e-Invoice special integrators. When choosing, look beyond being on the list: ERP connection, having every document type you need in the same account, whether pricing is by credit or by package, and whether legislative changes are reflected in the system without extra charges.
Changing your e-Invoice integrator
According to the GİB guide, you can change the method and the integrator you use at any time; you do not have to wait for the end of a month or a year. The new integrator makes the application, and you approve the account opening document with your own financial seal.
The correct order is to open the new account first and close the old account last; if the old account closes first, you fall back to the GİB Portal for a while. If you will switch at year end, finish the tests in the first half of December: in the new year document numbering starts again from 1, and the invoice for December work can also be issued in January, within 7 days.

3 methods — we take on the 3rd
First you obtain a financial seal (legal entities) or an e-signature (natural persons). Then you choose a method:
Direct Integration
You integrate your own IT system with GİB and maintain an uninterrupted 24/7 connection. It gives full control but requires a high initial cost, technical responsibility and the GİB certification process.
GİB Portal
The application GİB offers free of charge at efatura.gov.tr. Suitable for low-volume users; it requires manual data entry and has no ERP integration.
Special Integrator (ELPO)
Authorised by GİB, ELPO creates, signs and transmits documents on your behalf and stores them for the legal period. ERP integration is ready; a 24/7 call line is available.
Frequently Asked Questions
What is an e-Invoice special integrator?
A company authorised by GİB that transmits e-Invoice, e-Archive and other e-documents to the GİB system on behalf of the taxpayer and stores them. Instead of setting up their own infrastructure (GİB Portal or direct integration), the taxpayer uses the special integrator's infrastructure. ELPO is on the special integrator list published by GİB; we keep the list up to date on our own page.
How much are e-Invoice credit prices?
Packages come in 16 tiers, from 100 credits to 100,000 credits, and the table on this page shows the price of each package and the cost per document. The prices come from our purchasing system's catalogue and include VAT. The bigger the package, the lower the cost per document; credits are valid for two years.
What do special integrator credit prices depend on?
On the package size. One credit is used for each e-document sent; e-Invoice, e-Archive and e-Waybill use the same pool. Tell us how many documents you send and we will work out which package costs you less.
Is e-Invoice software free?
GİB's e-Invoice portal is free, but it requires you to enter invoices by hand and does not connect to an ERP. Special integrator service is paid; with ELPO you buy a credit package, and there is no monthly fixed fee and no setup fee. ERP connection, e-Archive and the other document types come in the same account.
Do I need separate software for e-Archive invoices?
No. With ELPO, e-Invoice and e-Archive work in the same account. If the buyer is a registered e-Invoice user, the invoice goes as an e-Invoice; if not, an e-Archive invoice is issued from the same screen.
Can I issue e-Invoices from my current accounting software?
Yes. Your pre-accounting or ERP software stays; invoices go to GİB through ELPO in the background. If you do not have pre-accounting software, you can also issue invoices from ELPO's web portal.
Is e-Invoice a new type of document?
No. e-Invoice is the digital form of the paper invoice and has the same legal standing. The only thing that changes is the medium in which it is issued, transmitted and stored.
How do you get e-Invoice?
e-Invoice is not a product you buy but an authorisation that is opened; there are two ways. You can use it free of charge through GİB's own portal — the application, the financial seal and manual entry remain with you, which is enough if your monthly document count is low. The second way is a special integrator: the organisation handles the application and the technical work on the GİB side, you keep issuing documents from your own software and you buy credits. The order is: a financial seal (legal entity) or a qualified electronic certificate (sole proprietorship) is obtained, the e-Belge application is made, a method is chosen, a credit package is bought if you work with an integrator, and your accounting software is connected.
How do you switch to e-Invoice?
First a financial seal (legal entity) or e-signature (natural person) is obtained; then an electronic application is made to GİB. When special integration is chosen as the application method, your account is opened on the ELPO infrastructure.
What is the difference between e-Invoice and e-Archive?
An e-Invoice is exchanged through GİB when the buyer is also an e-Invoice taxpayer. If the buyer is not a taxpayer (end consumer), an e-Archive invoice is issued.
Do I have to become an e-Invoice taxpayer?
The obligation is set by GİB communiqués and its scope widens every year; it depends on criteria such as turnover threshold, field of activity and e-commerce. Because the thresholds change by communiqué, the current limit should be confirmed at ebelge.gib.gov.tr. When you fall within scope, the period granted for the transition is stated in the same communiqué.
Can I issue paper invoices after switching to e-Invoice?
Not if the other party is also a registered e-Invoice user — a paper invoice cannot be issued to that taxpayer, and the document must be sent as an e-Invoice. For buyers who are not registered, an e-Archive invoice is issued. So while you are in the system, paper is taken out of use entirely.
How do you check whether a company is an e-Invoice taxpayer?
Whether the buyer is a registered e-Invoice user is checked by tax ID or Turkish ID number in the registered users list on GİB's e-Belge site (ebelge.gib.gov.tr). If registered, the invoice is issued as an e-Invoice; if not, as an e-Archive invoice. With ELPO you run this check with the Mükellef Sorgu (taxpayer query) tool in the portal by entering the tax ID (VKN) or Turkish ID number (TCKN).
What is the difference between a basic invoice and a commercial invoice?
With a basic invoice the buyer cannot send an acceptance or rejection response through the system; objections can only be made by external means. With a commercial invoice the buyer can accept or reject the document through the system. The scenario is chosen when the invoice is issued.
How long do I have to reject an incoming e-Invoice?
In the commercial invoice scenario, the buyer responds to the invoice with acceptance or rejection within eight days. If no response is given within this period, the invoice is deemed accepted. Because a basic invoice has no rejection response through the system, objections are made by the general means in the Turkish Commercial Code.
What is a financial seal, and how does it differ from an e-signature?
A financial seal (mali mühür) is an electronic seal produced for legal entities (companies); natural-person taxpayers use a qualified electronic signature (e-signature). Both prove the origin of the document and that it has not been altered. Before applying for e-Belge applications, you need to have whichever of these suits you.
Can I change my e-Invoice integrator?
Yes, at any time. GİB does not tie the change to a date. The new integrator notifies GİB of your account, you approve the account opening document with your financial seal, and you close your old account after the new one is open.
When should I start if I want to change integrator at year end?
Start at least one month ahead, depending on the termination notice period in your old contract, and finish the tests in the first half of December. On 31 December the year-end closing, the tax return and the e-Archive last-day report all fall together.
How long must e-Invoices be kept?
The retention and presentation obligations in the Tax Procedure Law (VUK) and the Turkish Commercial Code (TTK) also apply to electronic documents; documents are kept electronically for the statutory retention period set by these laws and presented when requested. Keeping paper printouts is not enough; the electronic original of the document must be preserved.
