Cortex sector summary

Electricity distribution company

The quality factor becomes visible during the period, not at its end

SCADA, the outage management system and billing stay where they are. The work surrounding these systems — commercial quality deadlines, compensation, investment acceptance, planned maintenance, illegal-use reports, audit findings and the regulatory reporting calendar — runs in Cortex. Before a deadline expires the person responsible is notified; once it has expired, the next level up is notified.

Executive summary

What changes in this sector, in six points.

The quality factor is monitored during the period

Outage indicators, commercial quality deadlines and customer satisfaction are visible by region and by their distance from the threshold. The end-of-period effect on the revenue cap is forecast in advance.

Commercial quality deadlines count down with the work order

Connection, meter, application and appliance damage standards start being monitored the moment the work order is opened. Before the deadline expires the person responsible is notified; once it has expired, the next level up is notified.

Compensation is paid ex officio and on time

For users above the threshold, a compensation task is opened automatically, and the 20-day payment period is monitored. The 30 April report is prepared from the records.

Investment and maintenance progress is visible in real time

The investment cap, the provisional acceptance rate and compliance with planned maintenance are monitored by region. Delays that are subject to penalties in the fifth period are reported in advance.

Audit findings are closed with evidence

Findings from the Ministry, TEDAŞ (Turkish Electricity Distribution Corporation), EPDK (Turkey's Energy Market Regulatory Authority) and internal audit are monitored in a single pool. For the next audit, the status of previous findings is reported in a single step.

The R&D budget is managed through projects

The January and July application periods, committee decisions, budget use and ÜR-GE (product development) deadlines are tracked in the project record.

Work handled in Cortex in this sector

19 topics. Each one states why it requires tracking — most are tied to a deadline, a piece of evidence or a sanction.

  1. 01

The direction set by the general manager: quality targets, investment, maintenance, losses and theft

The direction of a distribution company is set by regulatory targets: continuity of supply, achievement of the investment cap, the planned maintenance programme, the loss and theft target and customer satisfaction.

  2. 02

The head office view and the role of AI

In which region outage duration is approaching the threshold, which investment is behind, which complaint deadline is about to expire, which audit finding is open — the answer must arrive without being requested.

  3. 03

Service quality indicators and the quality factor

Continuity of supply, commercial quality and customer satisfaction indicators directly affect the revenue cap. In 2023, 19 of 21 companies did not meet the standards, and their revenue caps were affected by a total of 280 million TL.

  4. 04

Outage management, planned outage notification and compensation

Outage records remain in SCADA and the outage management system. The work surrounding them requires tracking: announcing a planned outage at least 48 hours in advance, the revenue effect of an unannounced outage, compensation deadlines.

  5. 05

    Audit findings and corrective actions

A distribution company is audited by the Ministry and TEDAŞ at least once a year. The audit report includes the current status of previous findings; a corrective action that is not monitored turns into an EPDK sanction.

  6. 06

Investment projects: TEDAŞ approval, expropriation, acceptance, progress payments

In the fifth implementation period the investment cap was raised 1.5-fold in real terms, and a penalty was introduced for investment not completed on time. At least 65 percent of the annual cap is expected to pass provisional acceptance.

  7. 07

    Asset management and planned maintenance

The sector operates 557 thousand transformers and 1.49 million kilometres of line. In the fifth period the planned maintenance budget was raised 2.1-fold in real terms; a penalty was introduced for neglected maintenance, and maintenance of lines in forests was made mandatory every year.

  8. 08

Field crews and work orders: faults, connections, meters, disconnection and reconnection

Commercial quality deadlines depend on the dispatch of field crews: energy connection within 24 hours in urban areas and 48 hours in rural areas; meter replacement within 10 working days; repair of appliance damage within 15 days.

  9. 09

Customer applications, complaints and statutory deadlines

Concluding applications within 15 working days and assessing appliance damage applications within 10 working days are standards tied to compensation. Complaints arrive through the call centre, the internet, CİMER (Turkey's presidential communication centre), the consumer arbitration committee and EPDK channels.

  10. 10

Call centre (186): calls, voice recordings, quality evaluation

Call centre performance feeds into the customer satisfaction component of the quality factor. Waiting time, answer rate and first-call resolution are measured.

  11. 11

Occupational health and safety: preventing accidents in electrical work

Fatal accidents, permanent incapacity and lost working days feed directly into the quality factor. Accidents involving contractor personnel are recorded against the company.

  12. 12

Combating losses and theft: detection, report, accrual, litigation

The loss and theft target is part of the revenue regulation. The accrual period is 90 days, up to 12 months where documented; the objection period is 6 months.

  13. 13

    Managing R&D and ÜR-GE projects

Projects are submitted to the EPDK R&D Committee in the January and July periods; 472 projects were accepted in the sector between 2014 and 2024.

  14. 14

    Regulatory reporting calendar

Commercial quality tables are submitted to the Authority monthly, outage and asset tables annually by 31 January, and compensation figures by 30 April; loss and theft data are reported to EBİS (EPDK's data reporting system).

  15. 15

    Contractor and subcontractor management

38 thousand of the sector's 65 thousand employees work for contractors. In audits, subcontractor contracts, progress payments and invoices are presented; contractor accidents are recorded against the company.

  16. 16

    Procurement, tenders and contracts

Procurement and sales transactions are subject to their own regulation and to audit. When request, tender, approval, contract and delivery are not tracked in a single flow, the trail of spending is lost.

  17. 17

Personnel: shifts, on-call duty, authorisation certificates, from hiring to departure

Responding to outages requires a 24/7 on-call arrangement. Authorisation certificates, mandatory training and the shift plan are tracked on a single calendar.

  18. 18

Legal: expropriation cases, illegal-use cases, contract opinions

Expropriation and easement cases directly affect the investment schedule, and illegal-use cases directly affect collections.

  19. 19

Coordination with municipalities and infrastructure operators, tree pruning

Excavation damage and neglected forest corridors increase outage duration. Coordination board decisions, excavation permits and the pruning programme must be tracked on the calendar.

What lies outside the scope of Cortex

This section of the presentation is reproduced as it stands. A buyer who does not know what a product does not do will not trust what it does either.

It is not SCADA, an outage management system or billing

Grid operation, outage recording, meter reading and billing remain in the existing systems; Cortex manages the work, people and compliance layer surrounding these systems.

It does not declare regulatory compliance

The infrastructure is in place; how each obligation is met is assessed specifically for each company.

It does not make decisions

AI produces suggestions; it does not make compensation, investment, personnel or spending decisions.

It does not connect to every system out of the box

An integration layer is available; the scope is defined specifically for each project.

Legal basis

Frequently asked questions

How long does it take to learn?

It does not need to be learned. A Cortex trainer is always at the employee's side. The user says or writes what they want to do; the trainer opens the relevant screen, shows it step by step and, if necessary, does the work itself. It provides training according to the person's authorisation and the work they will do.

Does it integrate with our existing systems?

There is an interface layer for connecting with external systems. Scope and duration are defined specifically for each project, according to the capabilities the other system provides.

Can our existing data be transferred?

Data can be transferred from Excel and similar sources; the duration depends on the data volume and how well the source data is organised.

Does the AI make decisions?

No. It produces summaries and suggestions; the decision to act belongs to the user, and the person who approves is recorded. It handles routine work itself and brings decisions to you for approval.

Is there a separate charge for AI?

No separate subscription is required. If the institution prefers to connect its own provider account, the cost arises in that account.
