What Is Fuel Station Automation? EPDK Rule in Turkey

Gas station automation measures pumps, tanks, payments and stock from one centre. Is it mandatory under Turkey's EPDK, which parts are required, how to choose?

What is a fuel station automation system?

A fuel station automation system is a system that uses electronic hardware and software to measure, control and report a fuel station's pump, tank, payment and stock processes from a single centre. Every sale made at the pump, every level change in a tank and every delivery is recorded instantly; the fuel sold is continuously compared with the physical stock in the tank, which prevents leakage, loss and manipulation.

In short: it is the system that answers, in real time and without leaving it to people, the questions of what the station "sold", what it "has on hand" and "whether the two match".

Is gas station automation the same as fuel station automation?

Yes. "Gas station automation" is the everyday name for the same system; in legislation and in the sector in Turkey it is called "fuel station automation". The scope is the same: pumps, underground tanks, payment recorder devices and reports to EPDK (Turkey's Energy Market Regulatory Authority) are brought together in a single system.

What Components Make Up Fuel Station Automation?

ELPO fuel station automation is built from seven main modules working together:

  • PX — Pump Automation: Automatically records every fill made at the pumps with quantity, amount, nozzle and shift information. It works integrated with the pump controller, the payment recorder device (ÖKC, Turkey's fiscal cash register) and the EPDK data unit.
  • TX — Tank Automation: Continuously measures level, temperature, density and water level in underground tanks with electronic probes (ATG — automatic tank gauging).
  • ETOS — Tanker / Shipment: Manages filling and shipment processes, coupons and notifications.
  • CX — Central Management: Monitors the whole field from a single panel in multi-station businesses.
  • MTX — Vehicle Recognition System: Assigns each fuel purchase to the correct vehicle using an RFID ring/antenna or a card; provides fleet control and control of unauthorised purchases.
  • Alarm Management: Gives instant alerts on deviations, faults and security events.
  • Prepaid Sales: Manages card/credit-based prepaid fuel sales.

What Is Fuel Station Automation Used For?

  • Preventing leakage and loss: Sales–stock reconciliation is done automatically every day; deviations are caught instantly.
  • Fast shift handover: A manual shift close that takes minutes comes down to seconds.
  • EPDK compliance: Dep1/Dep2/Dr/K/Dat reports are sent to the authority automatically.
  • Less abuse and fewer errors: Manual record-keeping is eliminated.
  • Real-time visibility: The business owner can monitor every station remotely.

Is Fuel Station Automation Mandatory?

In Turkey, an automation system at fuel stations is mandatory under EPDK Board Decision No. 1240. Pump, tank and sales data at the station must be recorded and kept open to inspection. ELPO automation is designed to comply with this legislation.

The Difference Between Pump Automation and Tank Automation

Pump automation (PX) measures the sales side — that is, the fuel leaving the nozzle — while tank automation (TX) measures the stock side — the physical level in the tank. When the two work together, "how much did I sell" is compared with "how much went down in my tank"; the difference between them is the basis of reconciliation.

When Choosing the Right Fuel Station Automation System

EPDK compliance, domestic (Turkish) production, hardware–software integrity, multi-station management, 7/24 field support and compatibility with existing ÖKC/pump brands are the basic criteria to evaluate. With more than 15 years of field experience, ELPO provides both the hardware and the software from a single source.
