What must be reported to EPDK, and when?
The ten reporting obligations of a charging network operator in Turkey towards EPDK, the Turkish energy market regulator, with their deadlines and legal basis in one table. The cut-off for price notification is 17.00, the deadline for changes to station information 5 working days, and for roaming agreements 30 days.

Reporting obligations table
The last column shows whether the ELPO Turkey Compliance Package covers that row with software. 3 of the ten rows are data flowing from system to system; the rest are administrative notifications made through the application screen.
| What is reported | When | Legal basis | Compliance Package |
|---|---|---|---|
| Adding a new charging station to the network | Application in electronic form, in the format set by EPDK | Art. 17/1 | Manual The application is made on the EPDK screen; the approved station appears on the package's EPDK register screen and is matched to the CSMS record |
| Removing a station from the network | To the grid operator and EPDK, electronically | Art. 17/3 | Manual The inventory is refreshed; the notification itself is made on the EPDK application screen |
| Change to station information | Within 5 working days, electronically | Art. 17/4 | Manual The notification is made on the EPDK screen; the change in the CSMS is refreshed automatically in the package's inventory |
| Charging price to apply the next day | By 17.00 on the current day | Art. 25/6 | By software The price notification is sent as soon as the tariff is entered (measured 2.1 s); meeting the 17.00 limit depends on when you enter the tariff |
| Real-time availability, status and price information | Real-time; within the time and format set by EPDK | Art. 30/2 · 03/23/2026 amendment | By software Connector availability, charging start/end, consumption and reservation notifications (measured 0.84–1.2 s) |

If your software does not know this protocol
Charging network software coming to Turkey does not know EPDK's data protocol or the sales report of GİB, the Turkish Revenue Administration. The Turkey Compliance Package sits between your software and the regulator: your CSMS speaks OCPI, the package carries every Turkey-specific notification, and a notification that cannot be sent is not lost.
Frequently asked questions
▸ What are a charging network operator's reporting obligations to EPDK in Turkey?
Under the Şarj Hizmeti Yönetmeliği (Charging Service Regulation), the main ones are: adding stations to and removing them from the network, reporting changes to station information within 5 working days, reporting the next day's price by 17.00 on the current day, sharing station status and price in real time, transferring data using the protocol set by EPDK, and reporting changes in the shareholding structure within 6 months. The March 23, 2026 amendment added reporting roaming agreements within 30 days, station transfers and mobile stations.
▸ By when must the price be reported?
The charging service price to apply from the next day is reported to EPDK by 17.00 on the current day (Art. 25/6). Since the March 23, 2026 amendment, discounted prices must also be announced and reported.
▸ Where are the notifications made?
Applications and administrative notifications are made through EPDK's electronic notification system. Station status, charging and price data, on the other hand, are transferred from system to system using the data communication protocol set by EPDK; this part is not a manual task.
▸ Can a foreign charging software (CSMS) make these notifications?
The software has to speak EPDK's protocol. CSMSs written abroad usually do not know it; they either write Turkey-specific notifications into their own code or leave this job to a separate layer in between. The ELPO Turkey Compliance Package is this second route: the CSMS connects via OCPI, and the package carries everything that goes to EPDK and GİB.
▸ Does this table replace legal advice?
No. The table is a summary compiled from the text published in the Resmî Gazete. Article numbers refer to the original text of April 2, 2022; as the regulation has since been amended, read the current consolidated text at mevzuat.gov.tr.
